DESCRIPTION
C = SUP(A) - INF(A)
The routine GB_WIDTHM_I finds the real matrix C such that
Cij = SUP(Aij)-INF(Aij) for all general band interval matrix A entries.
The routine returns immediately if M or N is equal to zero or KL is
less than zero.
