TRUE if A IS_IN_INTERIOR of B
The function GB_INTERIORM_I checks if an general band interval matrix
A is enclosed in the interior of another band general interval matrix
B. A IS_IN_INTERIOR of B if and only if Aij IS_IN_INTERIOR of Bij for
all entries of A and B. Matrices A and B have the same storage format.
The routine returns .FALSE. if M or N is equal to zero or KL is less
than zero.
