PARAMETERS
Points to a string to receive bytes. Specifies an upper bound on the
number of bytes to read. Points to the FILE structure of an open file.

The DEC C RTL functions gets(3) and fgets(3) do not null-terminate the
input buffer when end-of-file (EOF) is encountered and no characters
have been read since the last read operation. The VAX C RTL null-ter‐
minates the input buffer in this case.
